The system control device can perform a first cathode gas supply mode in which low oxygen concentration gas is supplied to the cathode from a low oxygen concentration gas supply path, and a second cathode gas supply mode in which the low oxygen concentration gas supply path is cut off and air is supplied to the cathode from an air supply path.
