To provide a digital broadcast receiver capable of executing a function having a higher added value.SOLUTION: There is provided a broadcast receiving device that receives a content transmitted by broadcast signals. The broadcast signal can transmit control information indicating a copy control state of the content to be transmitted, control information designating whether the content to be transmitted needs to be protected when outputted from the broadcast receiving device, etc. The copy control state includes a state in which copying is permitted without restriction and a state in which only one generation copying is permitted. In a case where the control information indicating the copy control state cannot be received, a controller that controls an output state of the content determines that the control information indicates the state in which copying is permitted without restriction.
