A transmission destination right information acquisition unit 1282 acquires a transmission destination access right from a transmission destination user right data file 105 on the basis of a transmission destination e-mail address. A file right information acquisition unit 1283 specifies a stored information access right for an attachment file on the basis of at least a part of a file name of the attachment file.
