Summary:To achieve accuracy of measurement data and efficiency of work related to measurement in measurement using an unmanned aircraft.SOLUTION: In a three-dimensional information measurement system of a measurement object using an unmanned aircraft mounted with a camera, a processing device comprises: an image data acquisition unit 103 which acquires a photographed image of a measurement object while making the unmanned aircraft fly on the basis of a first flight plan; a growth data creation unit 104 which creates growth data of the measurement object on the basis of the image data; an entire map creation unit 105 which creates an entire map related to the measurement object including the growth data; a difference determination unit 108 which determines a difference between the entire map created at a time t1 and the entire map created at a time t2 subsequent to the time t1; and a flight plan creation unit 110 which creates a second flight plan for photographing a portion where a difference occurs by the unmanned aircraft.
