Summary:To make it possible to make no noise and ensure confidentiality when voice is used for information transmission.SOLUTION: A non-audible-sound generation device 13 generates non-audible-sound voice data whose contents are an acquisition instruction of latest information on an evacuation center A to an information collection device 23, and wirelessly transmits the voice data from a relay device 11 to a house-to-house receiver 21 through a console 12. The house-to-house receiver 21 outputs broadcast voice (non-audible-sound) corresponding to the received voice data from a speaker.
