To provide a base paper for release paper excellent in sealing property and capable of forming a uniform release agent layer, and a release paper having a uniform release agent layer and excellent in adhesion and durability.SOLUTION: A base paper for release paper of the present invention includes base paper and a sealing layer containing starch and a water-resisting agent on at least one surface of the base paper, wherein the solid content weight ratio between the starch and the water-resisting agent in the filler layer is 99.5/0.5 to 95/5, and the water-resisting agent is polyamide epichlorohydrin and/or polyamine epichlorohydrin.
