Summary: | To further improve an accumulation battery capacity which can be used until life of a secondary battery.SOLUTION: A capacity recovery device 350 comprises: a capacity recovery processing part 510 that performs a capacity recovery of a secondary battery 300 in which the secondary battery 300 has a positive electrode terminal connected to a positive electrode, a negative electrode terminal connected to a negative electrode including a negative electrode opposite part opposite to the positive electrode and a negative electrode non-opposite part as the other part, and a capacity recovery electrode terminal connected to a capacity recovery electrode moving reactive species to the positive electrode or the negative electrode, by moving the reactive species from the capacity recovery electrode to the positive electrode or the negative electrode; and an electric amount calculation part 504 that calculates a conductive electric amount as an electric amount to be conducted on the basis of at least one kind of parameter selected from the battery capacity of the secondary battery 300, a capacity of the negative electrode non-opposite part, a capacity maintenance ratio determining that the secondary battery reaches life, and a recovery efficiency.
