To provide a monitoring control system and input/output device capable of facilitating introduction of control logic.SOLUTION: A monitoring control system according to the present embodiment comprises a display manipulation device, a control logic device, and an input/output device. The input/output device includes a first display input/output unit, a second display input/output unit, a first manipulation input/output unit, and a second manipulation input/output unit. The first display input/output unit outputs a signal concerning change of actions of a display unit to the display manipulation device on the basis of a signal outputted from the control logic device. The second display input/output unit inputs a signal to the control logic device on the basis of a signal concerning an acting condition of the display unit. The first manipulation input/output unit outputs a signal concerning change of actions of an operating unit to the display manipulation device on the basis of a signal outputted from the control logic device.
