To provide a controller, a system, a program and a control method in which notification data is changed when a switching recommendation point is determined to be necessary to be modified.SOLUTION: A controller for controlling notification data notified to an occupant of a moving body having an automatic driving function comprises an outside-world information acquisition part, a failure detection part, a setting part, and a notification plan generation part. The outside-world information acquisition part acquires outside-world information of the moving body. The failure detection part detects a failure of the moving body. The setting part sets a point related to the failure on a traveling scheduled road of the moving body based on the outside-world information according to the traveling scheduled road, and sets a scheduled time arriving at the point.
