To provide a cylindrical member closing unit which can close a predetermined position in a cylindrical member in a short time, and to provide a cylindrical member closing method.SOLUTION: A first storage bag includes: a first bag body which stores a water-absorbing agent, has waterproofness, and has an outer diameter larger than an inner diameter of a cylindrical member; and a liquid introduction part which is provided at the first bag body and used when a liquid is supplied to the water-absorbing agent stored in the first bag body.
