Summary:To prevent the fluctuation of generated electric power of distributed power supplies from causing the disturbance of frequency to a system, while being interlinked with a stabilization device of a power system currently operating.SOLUTION: A system to avoid the effect by the fluctuated electric power measures total fluctuating generated power of the distributed power supplies 20 by a communication line 40 and controls a specific load 13 such as an electric water heater via the communication line 40 in such a way that final function is not impaired even with output fluctuation so as not to affect the conventional frequency control of the power system and performs unified control with an electric power measurement and control device 30 so as to absorb the fluctuation. In the system, when turning on/off the specific load is performed by a triangular wave comparison PWM control of time division, a triangular wave of each load is delayed.SELECTED DRAWING: Figure 1 【課題】現状稼動している電力系統の安定化装置と連係しつつ、分散電源の発電電力の変動によって系統に周波数の擾乱が生じないようにする。【解決手段】分散電源20の変動する発電電力総量を通信回線40によって計測して、電力系統の従来の周波数制御に影響を与えないように、通信回線40を介して、出力変動しても最終的機能を損なわない電気温水器等の特定の負荷13を制御し、変動を吸収するように電力計測制御装置30によって統括制御することで、変動電力の影響を回避するシステムにおいて、特定の負荷のオン/オフを時分割の三角波比較PWM制御で行う場合に、各負荷における三角波の位相を遅らせる行うことを特徴とする。【選択図】図1
