To provide means for sealing and storing waste of a paper diaper.SOLUTION: A garbage storage device 100 comprises: a receiving chamber 132 provided to an upper part of the storage device 100; and a rotating body 136 rotatably mounted to the receiving chamber 132. The rotating body 136 comprises an upper ring and a cylindrical wall extending downward from the upper ring.
