Summary:To provide an image decoding device and an image coding device that reduce the implementation cost of hardware and software regardless of the combination of conversion skip, sine hiding, and dependent quantization.SOLUTION: A video decoding device includes a flag indicating whether dependent quantization is available from coded data, a header decoding unit that decodes the flag that prohibits conversion skip prediction error quantization, and a TU decoding unit that decodes a conversion coefficient in an RRC mode that encodes the LAST position which is the decoding start position of the conversion coefficient in a TU block, or a TSRC mode that does not encode the LAST position.
