To provide a message monitoring server, a message monitoring method and a message monitoring program, capable of properly determining a rank indicating the importance of a message from a control server.SOLUTION: An ATM management system 10 includes an ATM 100 (a machine to be controlled), a data center 200, and a monitoring center 300. A message monitoring server 310 of the monitoring center includes a first state information input unit, a second state information input unit, a message input unit and a rank determination unit. The first state information input unit receives input of first state information of ATM 100-1 to 100-N. The second state information input unit receives input of second state information of control servers 210, 220 and 230 of the data center. The message input unit receives input of a message from the control server.
