Summary:To provide a terminal device and a program capable of easily switching operation setting of reading means at a predetermined timing.SOLUTION: A terminal device includes: reading means that performs a reading operation for reading optical information; a plurality of operation keys that receive each of input operations for starting the reading operation by the reading means; and reading control means that controls to be in any state of a reading permitted state that starts the reading operation by the reading means when the input operation for any one operation key of the plurality of operation keys is performed and a reading inhibited state that does not start the reading operation by the reading means when the input operation for any one operation key of the plurality of operation keys is performed.
