To propose a passenger guidance plan and an operation plan that satisfy constraints determined in advance by a transportation business entity.SOLUTION: A repetition determination unit determines whether or not a pattern in which a first index satisfies a predetermined constraint condition exists, outputs the pattern satisfying the predetermined constraint condition when the pattern in which the first index satisfies the predetermined constraint condition exists, generates the pattern in which at least one of passenger guidance information and operation information is updated when the pattern in which the first index satisfies the predetermined constraint condition does not exist, and repeatedly executes calculation of a passenger route until it is determined that the pattern in which the first index satisfies the predetermined constraint condition exists.SELECTED DRAWING: Figure 1 【課題】交通事業体が予め定めた制約を満たすような旅客誘導策と運行計画を提案する。【解決手段】繰り返し判定部は、第１の指標が所定の制約条件を満たしたパターンが存在するかを判定し、第１の指標が所定の制約条件を満たしたパターンが存在する場合には、所定の制約条件を満たした前記パターンを出力し、第１の指標が所定の制約条件を満たしたパターンが存在しない場合には、旅客誘導情報と運行情報の少なくとも一つを更新した前記パターンを生成し、第１の指標が所定の制約条件を満たしたパターンが存在すると判定されるまで旅客経路の算出を繰り返し実行する。【選択図】図１
