Summary:To provide a gel actuator in which a large displacement can be obtained from a low application voltage.SOLUTION: A gel actuator 1 includes: a gel layer 11 in which a plurality of projections 10 each containing a dielectric polymer material are provided; a positive electrode 12 that is disposed in contact with the tops of the projections 10; and a negative electrode 13 that is positioned opposed to the positive electrode 12 with the projections 10 interposed therebetween in the height direction.
