To provide an image encoding device, an imaging device, a control method of the image encoding device, and a program for achieving both high efficiency compression and flicker reduction in RAW image recording.SOLUTION: An image encoding device includes: conversion means for frequency-converting RAW image data to generate sub-band data of a plurality of sub-bands; quantization means for performing quantization processing for the sub-band data; encoding means for encoding the sub-band data quantized by the quantization means; and control means for controlling the quantization processing in the quantization means.
