Summary:To provide an arrival direction estimation system and an arrival direction estimation method, enabling the arrival direction of an electromagnetic wave to be estimated with high accuracy using all polarized waves having been received at the same position.SOLUTION: In an arrival direction estimation system 1, three antennas 6 capable of receiving polarized waves different from each other among orthogonal three polarized waves are arranged adjacent to each other in the circumferential direction on the circumference of the same circle C1 in a rotor 5. An antenna movement control unit 42a in an outside control device 40 rotationally drives the rotor 5 and moves the rotor 5 in such a manner that each antenna 6 can stop at an arbitrary position P1 on the circumference.
