To provide a technology capable of reducing payment for fee while preventing reduction in convenience for users who are getting off a vehicle when the vehicle used by the users is in use.SOLUTION: A management apparatus establishes a communication between an in-vehicle device mounted on a vehicle which is used by a plurality of users by reservation or a user-side device which is a device of a user who uses the vehicle.
