To provide a water level measurement device and a water level prediction system capable of solving at least one of four tasks (communicability from a mountain region, time synchronization capability, correspondability to large water level change, and correspondability to stone fall and debris flood.SOLUTION: A water level measurement device (2) includes water level measurement means (21) for measuring a water level to acquire water level information, time acquisition means (22) for acquiring time information from an artificial satellite, calculation means (23) and communication means (24).
