Summary:To provide a diagram creation system which creates a high quality operation diagram, even in the case the diagram consists of complicated constituents.SOLUTION: In a diagram creation system, a diagram creation device 10 has operational equipment 11 which lets a change diagram factor selection processing part 120, an optimized model selection processing part 130 and a diagram optimization processing part 140 proceed, based on a storage device 13 to store evaluation index improvement information 320 which stores a relation between changes of each operation diagram constituents and quality changes, seen from each view point, of operation diagrams caused by the constituent change and evaluation index improvement information. The change diagram factor selection processing part selects a constituent of an operation diagram to improve the quality of an operation diagram most. The optimized model selection processing part selects a diagram creation model, of which the quality of whole operation diagram is most improved by a change of selected constituents among plural diagram creation models which can create operation diagrams.
