Summary:To provide a vehicle lighting device and a vehicle lighting fixture that can reduce adhesion of an adhesive agent to the vicinity of the periphery of a substrate.SOLUTION: A vehicle lighting device according to an embodiment comprises: a socket; a heat transmission part or a projection portion disposed on one end part side of the socket; a substrate disposed on the heat transmission part or the projection portion; at least one light emitting element disposed on the substrate at the opposite side to the heat transmission part or on the substrate at the opposite side to the projection portion; and an adhesion layer disposed between the substrate and the heat transmission part or between the substrate and the projection portion. A center region and a peripheral region outside the center region are disposed in a region of the heat transmission part closer to the substrate or in a region of the projection portion closer to the substrate.
