To provide a control device, a terminal device and a method, which can improve comfort degrees of a plurality of users.SOLUTION: In the embodiment, a control device for an air conditioner connected to first and second terminal devices used by first and second users so as to enable communications is provided. The control device includes first reception means, second reception means and determination means. The first reception means receives a first personal set temperature that is a temperature set by the first user by operating the first terminal device. The second reception means receives a second personal set temperature that is a temperature set by the second user by operating the second terminal device.
