To provide a device for generating an ion or an ozone with high performance or in low cost.SOLUTION: For example, a device includes: a metal cylinder 50 having a first penetration hole; a metal rod 1 penetrating the first penetration hole; and a coating body 2 that penetrates the first penetration hole, and electrically insulates the metal cylinder and the metal rod; a first insulation board B6 having a second penetration hole into which the metal cylinder, the metal rod, and the coating body are penetrated; and a first metal plate 31 having a third penetration hole 19 into which the metal rod and the coating body are penetrated, and which has a penetration diameter larger than a cross-sectional diameter of the coating body.
