Summary:To provide a scintillator panel capable of suppressing the occurrence of a damage in a protective layer, when forming a scintillator and to provide a radiation detector.SOLUTION: The scintillator panel includes a substrate which includes at least one prepreg having a plurality of carbon fibers and can transmit radiation, the scintillator which is provided on one surface side of the substrate, a reflection layer which is provided between the substrate and the scintillator and can reflect fluorescent light generated in the scintillator, and the protective layer which is provided between the reflection layer and the scintillator.
