To provide an electronic local currency operation system, electronic local currency operation server and electronic local currency operation method which can correctly manage the current issuance quantity and distribution quantity of an electronic local currency and fairly distribute operation costs.SOLUTION: An electronic local currency operation system S comprises a user terminal 1, a store terminal 2 and a management server 3 connected with each other via a network CN1. The management server 3 comprises: a premium quantity determination unit F38 which receives from a user terminal 1 an issuance request of an electronic local currency received from a user, and determines an additional quantity added to an issuance quantity of the electronic local currency to be issued in accordance with the issuance request in accordance with a current distribution quantity with respect to the entire issuance limit quantity of the electronic local currency or the total issuance quantity; and a local currency issuance unit F35 which issues the electronic local currency in which the determined additional quantity is added to the issuance quantity in response to the issuance request and notifies the user terminal 1 of the issued electronic local currency.SELECTED DRAWING: Figure 1 【課題】電子地域通貨の現在の発行量と流通量を的確に管理し、運用費用を公平に分配できる電子地域通貨運用システム、電子地域通貨運用サーバ、および電子地域通貨運用方法を提供する。【解決手段】電子地域通貨運用システムＳは、ネットワークＣＮ１を介して接続された利用者端末１と店舗端末２と管理サーバ３とを有する。管理サーバ３は、利用者から受け付けた電子地域通貨の発行要求を利用者端末１から受信し、この発行要求に応じて発行する電子地域通貨の発行額に付加する付加額を、電子地域通貨の全体の発行限度額に対する現在の流通量もしくは総発行量に応じて決定するプレミアム額決定部Ｆ３８と、発行要求に応じて、決定された付加額を発行額に付加した電子地域通貨を発行し、発行した電子地域通貨を利用者端末１へ通知する地域通貨発行部Ｆ３５とを有する。【選択図】図１
