The charging roller 51 consists of a conductive shaft 51a, a base layer 51b, and a surface layer 51d. The charging ability of the image carrier X[V/(C/m2)] represented by the following formula (1) and the surface resistance Y[logΩ] of the surface layer 51d of the charging roller 51 satisfy the following formula (2). (1) X=V/(Q/S); (2) Y>5×10-11X2+1.062×10-5×X-47. (In the formula (1), Q represents the amount of electrified charge of the image carrier [C].
