To provide a skin-pasting adhesive sheet that has sufficient adhesiveness to skin and yet has low skin irritation, and a percutaneous absorption preparation that has sufficient skin permeability of an agent and sufficient adhesiveness to skin and yet has low skin irritation.SOLUTION: A skin-pasting adhesive sheet has an adhesive layer formed on a support. The adhesive layer has at least a thermoplastic elastomer, a nonvolatile hydrocarbon oil and a polyisobutylene with a viscosity average molecular weight of more than 100,000 and 500,000 or less. The content of the nonvolatile hydrocarbon oil is more than 120 pts.wt. and 800 pts.wt. or less relative to the elastomer 100 pts.wt. The content of the polyisobutylene is more than 3 pts.wt. and 500 pts.wt. or less relative to the elastomer 100 pts.wt.
