To provide a fixing device that can obtain sufficient fixing characteristics in consideration of the influence of respective conditions on the fixing characteristics even when recording media are different in thickness, color, and paper type, and an image forming apparatus.SOLUTION: A fixing device comprises: non-contact heating means that applies heat to a recording medium in a non-contact state; and contact heating means that applies pressure and heat to the recording medium on the downstream side of the non-contact heating means in the direction of conveyance of the recording medium.
