Abstract To predict whether or not it is a user with a good utilization manner beforehand, and to prompt the user with a good utilization manner to utilize a vehicle.SOLUTION: A service providing server 30 includes: a service deciding unit 324 that decides a utilization fee/privilege for each user of a vehicle rental service; a display control unit 322 that controls a display unit 11 provided on a portable terminal 10 carried by the user in such a way that an object image associated with a user ID is displayed; an information obtaining unit 321 that obtains user operation information relating to the object image and user information representing the user's emotion; and an emotion estimating unit 323 that estimates an emotion value obtained by quantifying the user's emotion on the basis of the user information. The display control unit 322 changes the way how the object image is displayed in accordance with the operation information.
