To provide a platoon organization apparatus and a platoon organization program capable of preventing a platoon of vehicles transporting packages from stopping.SOLUTION: A platoon organization apparatus 10 includes: an acquisition unit 11 that acquires transit planning information including a departure, a destination, and information of each of vehicles indicating whether or not each of the vehicle corresponds to a special vehicle; an extraction unit 12 that extracts a plurality of vehicles whose at least one section of a journey from the departure to the destination is common to each other; an organization unit 13 that organizes a platoon of the vehicles extracted by the extraction unit 12 such that at least one special vehicle is included in a group of the vehicles configuring the platoon from a departure of the platoon to a destination of the platoon; and an output unit 14 that outputs platoon information representing an organized platoon.
