To determine whether a busy state of an incoming call to a preset general report destination is made due to a third person incoming and outgoing call restriction function or is made due to a general report destination busy call after an emergency call to a command board.SOLUTION: An emergency call unit 1 determines only an initial outgoing call that a busy call by a third person incoming and outgoing call restriction function is being made when a busy call to a first report destination 4-1 is made after an emergency call to a command board 3 and when an assumption value of time limit of the third person incoming and outgoing call restriction function is smaller (shorter) than a setting value of re-outgoing period. Moreover, when the assumption value of time limit is at least the setting value of the re-outgoing period, the emergency call unit determines only an outgoing call within a time limit that a busy call by the third person incoming and outgoing call restriction function is being made.SELECTED DRAWING: Figure 1 【課題】指令台への緊急通報後、予め設定された一般の通報先への発信に対する話中が第三者発着信制限機能によるものなのか、一般の通報先の通話中によるものなのか判断可能にする。【解決手段】緊急通報装置１は、指令台３への緊急通報後、第１の通報先４−１への発信が話中となったとき、第三者発着信制限機能の制限時間の想定値が再発信周期の設定値より小さい（短い）場合、初回の発信のみ、第三者発着信制限機能による話中と判断する。また、制限時間の想定値が再発信周期の設定値以上の場合、制限時間内の発信のみ、第三者発着信制限機能による話中と判断する。【選択図】図１
