To provide a heat transfer suppression sheet having an excellent heat transfer suppressing effect and having a strength capable of suppressing a decrease in the thickness of a heat insulating material even when the battery cell expands, thereby achieving both high heat insulating performance and high compression strength.SOLUTION: A heat transfer suppression sheet 10 includes a first heat insulating material 20 and a second heat insulating material 30. The thermal conductivity of the first heat insulating material 20 is lower than the thermal conductivity of the second heat insulating material 30.
