To provide a polyurethane foam-forming composition capable of producing a polyurethane foam excellent in flame retardancy without deteriorating moldability.SOLUTION: The polyurethane foam-forming composition contains: a halogen-containing polyether polyol represented by formula (1) and having a number average molecular weight of 500 or more and 5,000 or less and a degree of unsaturation of 0.020 meq/g or less; an isocyanate compound; and a foaming agent.
