Summary:To estimate the degradation of a power storage element having a plateau region with good accuracy in a practical range of hours without being affected by the use environment or use state of the power storage element.SOLUTION: Provided is a degradation estimating device for a secondary battery used in starting an engine of a motorcycle, the secondary battery having a plateau region where a change of OCV to a change of SCO is relatively small. The degradation estimating device comprises: a charger for charging the secondary battery; a voltage sensor for measuring voltage of the secondary battery; and a control unit. The control unit executes a first estimation process of charging the secondary battery with the charger from a voltage V1 lower than a bottom voltage Vp1 of the plateau region to a voltage V2 higher than a top voltage Vp2 of the plateau region and estimating degradation of the secondary battery on the basis of a charge amount which is charged during that time.SELECTED DRAWING: Figure 5 【課題】プラトー領域を有する蓄電素子の劣化度を、実用的な時間の範囲で、蓄電素子の使用環境や使用状況などに影響されることなく精度よく推定すること。
