To provide a surface modifier excellent in water and oil repellency and the like by using a fluorine-containing organic sulfur compound comprising a perfluoroalkyl group having 6 or less carbon atoms supposed to have low bioaccumulation.SOLUTION: The invention uses a fluorine-containing organic sulfur compound represented by general formula (1) defined by (Rf1-CH=CH-Rf2-(CH2)n-S)X-Y, and a composition and a surface modifier that include the compound.
