To obtain a radio wave specification learning device for learning to be able to determine that an unknown target (radio wave source) is unknown, and a target identifying device using the same.SOLUTION: The radio wave specification learning device comprises: a radio wave specification input unit to which a plurality of parameters derived by A/D converting a radio wave having arrived from a target or a radio wave specification simulating the target and having the plurality of parameters are inputted for each target; a matching degree information input unit to which matching degree information in which the parameter range of identification object specification of an identification object for determining as matching the radio wave specification is inputted for each radio wave specification; and a learning unit for learning the range of identification object specification for determining as matching the radio wave specification on the basis of the radio wave specification inputted from the radio wave specification input unit and the matching degree information inputted from the matching degree information input unit, and determining that the identification object specification being off the learned range is an unknown specification as the radio wave specification is unknown.SELECTED DRAWING: Figure 1 【課題】未知の目標（電波源）を未知であると判定できるように学習する電波諸元学習、及び、これを用いた目標識別装置を得ること。【解決手段】目標から到来した電磁波をＡ／Ｄ変換して導出した複数のパラメータ、又は、前記目標を模擬した前記複数のパラメータを有する電波諸元が、前記目標ごとに入力される電波諸元入力部と、前記電波諸元ごとに、前記電波諸元と一致すると判定する識別対象の識別対象諸元のパラメータ範囲を定義した一致度情報が入力される一致度情報入力部と、前記電波諸元入力部から入力された前記電波諸元と前記一致度情報入力部から入力された前記一致度情報とに基づいて、前記電波諸元と一致していると判定する前記識別対象諸元の範囲を学習し、学習した前記範囲から外れた前記識別対象諸元を前記電波諸元が未知である未知諸元と判定することを学習する学習部とを備える。【選択図】 図１
