To provide a light source for illumination provided with a heat sink having optimal heat radiation characteristics: and to provide a lighting device.SOLUTION: A light source for illumination includes: an LED module 10; a driving circuit 30 for making the LED module 10 emit light; a heat sink 40 surrounding the driving circuit 30; and a housing 50 having a cylindrical outer shell part 52. The heat sink 40 includes: a cylindrical cylinder part 41 having a certain wall thickness; and a plate-shaped plate part 42 fitted so as to cover the cylinder part 41 and also having a certain wall thickness supporting the LED module 10. The cylinder part 41 has a shape formed along the inner surface of the outer shell part 52. The wall thickness of the cylinder part 41 and the wall thickness of the plate part 42 are equal to each other. The ratio of the cylinder height h of the cylinder part 41 to the cylinder diameter φ of the cylinder part 41 is 1.1 or less.
