To set notification volume to notify a person outside a vehicle when a driver is in an abnormal state so not to cause discomfort to the person existing in the surrounding.SOLUTION: A vehicle control system (1, 101, 201, 301, and 401) has a control unit 15, surrounding condition acquiring means 61 for a vehicle, and a car exterior notification device 14 capable of generating warning sound towards the outside of the vehicle. The control part executes a stop process causing the vehicle to be stopped in a prescribed stop area when a prescribed condition in which it is difficult to continue traveling of the vehicle by the control part or a driver during the vehicle is traveling is satisfied. The control part, in the stop process, determines whether a person is present within a predetermined range from the vehicle on the basis of a surrounding condition obtained by the surrounding condition acquiring means (ST12).
