Summary:To provide a management device and a vehicle sharing system that are useful for warranty of safety.SOLUTION: A management server 10 that is used in a vehicle sharing system comprises: a receiving unit 11 that receives traveling data of a vehicle from the vehicle having a complete automatic operation function; a storage unit 13 that stores traveling data; a controlling unit 12 that can generate a permission signal which permits activation of a complete automatic operation for the vehicle; and a transmitting unit 14 that transmits the permission signal to the vehicle.
