Summary:To provide a radiation pattern control device and a repeater that control a digital phase shifter provided in the repeater so as to reliably suppress burst errors on the receiving device side due to the transition of a radiation pattern in the repeater for transmission signals transmitted using satellite transmission lines or terrestrial transmission lines.SOLUTION: A radiation pattern control device 13 according to the present invention includes a radiation pattern calculation unit 131 that calculates a desired radiation pattern, a stepwise output phase determination unit 133 that determines the number of transitions for stepwisely transitioning to the output phase of a radiation element array 231 in a repeater 2 required for transitioning from the current radiation pattern to the desired radiation pattern, and a command generation transmission unit 136 that generates a command for stepwisely controlling the phase shift amount of the digital phase shifter on the basis of the number of transitions and transmits the command to the repeater 2.
