Summary: | To provide a submersible plasma generator capable of adjusting both the amount of an electrode exposed from an insulation member, and the alienation measure of a pair of electrodes.SOLUTION: A submersible plasma generator 1 includes a device body 2, a container 3 located in the device body 2 and capable of holding liquid, a pair of electrodes 4 held in the container 3 and separated oppositely in the X axis direction 11, and an insulation member 5 covering around the electrodes 4. The electrodes 4 and the insulation member 5 are movable in the X axis direction 11 by first transfer means 6, and only the insulation member 5 is movable in the X axis direction 11 by second transfer means 7. Above the Z axis direction 12 of one electrode 41 and the other electrode 42, a cover member 8 for blocking movement of fluid partially is provided.
