To provide a facility management server, etc., with which it is possible to more efficiently manage a facility than before.SOLUTION: A facility operation unit 240 of a facility management server 200 notifies a reserver who made reservation about confirmation regarding a reserved facility when use of the facility is not recognized although an appointed time has elapsed (step S6). When there is no response from the reserver notified about confirmation for a given time or more, the facility operation unit 240 levies penalty on the reserver pertaining to the reservation of the facility (step S7 → step S8 → step S9 → step S10).
