Summary:To provide an optical measuring device and an optical measuring method capable of removing a noise component resulting from radiation light itself.SOLUTION: An optical measuring device 1 comprises: a light detection element 21 that detects detection light containing fluorescent light that is generated from an immunochromatographic test strip 100 irradiated with excitation light and scattered light that is light due to the excitation light and has a phase equal to that of the excitation light; and a cancel circuit 60 that processes a detection signal according to the detection light.
