To provide a rotor which has a structure in which a production man-hour can be decreased, and a motor.SOLUTION: The rotor is provided with: a rotor core 20 which rotates with a central axis J as a center; a plurality of magnets which are arranged along a peripheral direction; a holder 40 which has a support part which supports the rotor core 20 and the magnets; and a rotor cover 50 which surrounds the rotor core 20, the magnets and the holder 40 from the outside in a diameter direction, and has a cylindrical part which opens on one side in an axial direction. The rotor cover 50 has a bottom which supports the rotor core 20 from the other side in the axial direction, and an outer edge part 43 of the support part in the diameter direction has a first portion 43a, and a second portion 43b which is adjacent to the first portion 43a in the peripheral direction. An end of the second portion 43b on one side in the axial direction is positioned on one side in the axial direction rather than an end of the first portion 43a on one side in the axial direction.
