Summary:To provide an excavation and agitation device which hardly bites a mass mixed in excavated soil between a rotating blade and a corotation preventing blade, and a ground improvement machine comprising the excavation and agitation device.SOLUTION: An excavation and agitation device 3 attached to an end portion of an auger rod of a ground improvement machine comprises: a plurality of rotating blades 32 extending along a direction perpendicular to a central axis respectively and disposed in a rotating direction with an interval; and a plurality of corotation preventing blades 35 extending along a direction perpendicular to the central axis respectively and disposed in the rotating direction with an interval at positions adjacent to the plurality of rotating blades 32 in the central axis direction. Positions of end edges at the corotation preventing blade 35 side in the central axis direction of each rotating blade 32 are the same.
