Summary:To provide a fixing device and an image forming device that can reduce a temperature change in a direction orthogonal to a recording medium conveyance direction as compared with a case where a plurality of heating elements that heat a sandwiching area that sandwiches a passing recording medium are provided at the same position in the recording medium conveyance direction.SOLUTION: A fixing device includes heating means and pressuring means for applying pressure so as to form a sandwiching area that sandwiches a passing recording media between the heating means and the pressuring means. The heating means includes a first heating element 74 and a second heating element 76 provided at different positions orthogonal to a recording medium conveyance direction in the sandwiching area. The first heating element and the second heating element include first heating sections 84a and 84a and second heating sections 84b and 84b that generate heat.
