To provide an evaluation device which evaluates an influence of an event to consumption behavior, and an evaluation method and a program thereof.SOLUTION: An evaluation device 20 (server device) evaluates an event, and includes: a consumption activity information acquisition unit which acquires consumption activity information indicating consumption activity of a user before and after the event; a pattern determination unit which determines a pattern of the consumption activity on the basis of the consumption activity information; and an evaluation unit which evaluates the event according to the pattern of the consumption activity.
