Summary:To provide a mobile communication system and a base station that can easily notify interference related information in a situation where macro cells and local cells are disposed in a mixed state and can avoid interference.SOLUTION: An eNB 2204 notifies a UE 2207 and a HeNB 2209 of RACH setting parameters. Interference related information, for example, HII (High Interference Indication) is transmitted from the UE 2207 by using the RACH setting parameters, and received by the eNB 2204 and the HeNB 2209.
